People with low incomes and fixed incomes can receive assistance in paying their winter energy bills through the Low Income Home Energy Assistance Program (LIHEAP).

In Allegheny County, the cash component of the LIHEAP program is administered by the County Assistance Office (CAO). The crisis component of the program is administered by the county Department of Human Services/Office of Community Services.

Benefits are typically available beginning in the late fall and continuing through the winter. Dates of operation for the program vary from year to year, as do the amounts available.

The AVAC provides copies of the application and assistance in filling it out.

To complete the application, a person must provide .
  • Social Security card for everyone living in the household
  • Proof of all income, other than public assistance and SSI benefits, for everyone living in the household
  • Utility bill (with the name, address and account number of the fuel provider to be paid) or a statement from the landlord verifying that the cost of heat is included in the rent
